Psycho-Pass: Sinners of the System, also known as Psycho-Pass SS, is a 2019 original theatrical anime film series by studio Production I.G. The staff credits include director Naoyoshi Shiotani, screenplay writer Ryō Yoshigami for Case 1 and Makoto Fukami for Cases 2 & 3, character designer Hisashi Abe and music composer Yugo Kanno, and the films was theatrically released in Japanese theaters in January & February 2019.

Plot Synopsis via Anime Limited, October 2021.
“Following the incident in the Southeast Asia Union (SEAUn) in 2116, Shinya Kogami resumes his vagrant journey. In a small South Asian nation, Kigali rescues a bus of refugees under attack by armed guerrilla forces. Among the refugees is a young lady by the name of Tenzin, who begs Kogami to teach her how to retaliate against the enemy. Just what do the girl who wishes for revenge and the man who has exacted revenge see as they gaze upon the edge of a world from which there is no escape?”
Psycho-Pass is a surprisingly unique and interesting franchise that Production I.G made throughout the past decade. The idea that a gun can determine whether someone is good or not and can turn into a very deadly weapon is really cool, plus the characters were interesting. That said, the popularity is rather mixed due to the direction the later seasons went – with Season 2 getting a lot of criticisms for its action and characters while the first film (Psycho-Pass: The Movie) felt different to the others due to a change in setting.
I personally liked all of them, but I wasn’t too sure how I felt about the film considering a lot of people preferred that over the second season. Eventually Production I.G. continued the story with a new set of films called Psycho-Pass: Sinners of the System, which are three one-hour films that focus on different characters and settings from different time periods. Case 1: Crime and Punishment focused on members of Psycho-Pass 2, Case 2: First Guardian is a prequel from before the events of the first season, and Case 3: Beyond Love and Hatred focused on Kogami from after the events of Psycho-Pass: The Movie.
They are actually pretty good, and rekindled my interest in the franchise, especially the one that focused on Kogami and his adventures after the events of Psycho-Pass: The Movie. Each film does require some knowledge of the previous instalments and does pave way into the third season, which streamed exclusively on Amazon Prime. While the films were unlicensed for a while, Anime Limited did manage to include them for their Screen Anime online film festival line-up which was how I was able to check them out.
Funimation, now known as Crunchyroll, never managed to acquire the rights to Psycho-Pass beyond the first film, so no one picked up Psycho-Pass: Sinners of the System in English-speaking territories until Anime Limited stepped in for the UK & Ireland. Since Anime Limited managed to release most of the franchise over the years (as Manga Entertainment released Season 1), I do reckon they will eventually get Psycho-Pass 3 at some point over time.
Collector’s Edition Contents:
As Funimation was the main rightsholder for the English regions with the franchise, Anime Limited did eventually lose Psycho-Pass 2 and Psycho-Pass: the Movie, both of which received collector’s edition sets. Saying that, they kept it consistent in terms of packaging for Psycho-Pass: Sinners of the System.
The package is presented as a rigid box with an Scanavo Blu-ray case to house the disc and alongside the case are two booklets. The first is a 100-page Case Files booklet which covers a variety of character, mecha and location artwork plus interviews from the Japanese staff for each film. The second is a 196-page Storyboard booklet that covers Case 1 in the trilogy.
The artwork is free of any information or BBFC content and the info sheet covers the information and specification like previous Anime Limited releases. The collector’s edition Blu-ray set is limited to 1000 units for SRP £59.99. As of the time of this write-up, a standard Blu-ray currently has yet to be scheduled.
The film series was one of the anime titles made available for a discount during the Easter sale (£24.99).
Physical Contents:
- Rigid Box with clean artwork and Scanavo packaging
- Info sheet for specification and BBFC description
- 100-page Case Files Booklet
- 192-page Case 1 Storyboard Booklet
On-Disc Contents:
Distributor: Anime Limited
Released: 18th October 2021
The collector’s edition release for Psycho-Pass: Sinners of the System contains all three films presented on a single Blu-ray disc, with the encode and authoring done by VDMS commissioned by Anime Limited (VDMS are the same folks who have worked with the distributor for the UK Blu-ray releases of InuYasha and Josee, the Tiger and the Fish for those curious).
Because Funimation (now Crunchyroll) did not acquire the rights to the film series, there is no English dub at the time of this write-up, therefore this release only contains Japanese audio with English subtitles.
The white subtitles are unlockable during playback, and the regions are locked to Blu-ray players set to B.
